Relaxing the rules concerning the volumne of pre-recorded phone calls with companies that consumers have an ESR would increase the harm and frustration experienced by consumers. I do not appreciate any pre-recorded message and have never finished listening to one, nonetheless bought anything as a result of a pre-recorded phone message. Moreover, it is quite annoying to stop what you are doing, run to the phone to find out that it was a pre-recorded soliciation of some sort. With a small child in our home, every time I am distracted, it could be dangerous. In addition, when these unneccesary calls are received via the cell phone because these companies may have that number, they are causing us to waste our minutes in a undesired way.
