I disagree with the proposal to allow pre-recorded messages. There is no way to know when the telephone rings who is the caller so you must answer the phone. Even if you were interested in the subject you'll have to spend time writing down the information and calling the business. I believe the Do-Not-Call list should be just that Do Not Call. I personally have gone through the opt-out procedures for most of the business I have dealings but the process is too cumbersome. If that process was streamlined and made easier for the consumer then I would agree the responsibility would fall onto the consumer.
