If I want my phone to ring, I'll give out the number myself. If the telemarketers want to pay my bill, then I will give them the opportunity to do so, by sueing every telemarketer who calls me and any federal agency who allows such nonsense. I do not want any telemarketer phone calls period, be it live, or pre-recorded. Why can't the government officials get a little common sense! I bet the government officials don't get telemarket calls during their dinner and family time. It should not be up to the consumer to op out of telemarket calls, it should be up to the consumer to op in if they want them.
