At the very least, any person or company or other NGO sending an automated or prerecorded telephone message should be required to A) announce at the beginning that the message is prerecorded; B) provide a number up front which the person called could use to have himself/herself put on on the no-called list; C) provide written confirmation (in case B) with copies to FCC and FTC that the number has been placed on the no call list.
