Descriptions I have read of the abandoned call provision suggest that the primary impact of such calls is the annoyance of picking up the phone and having nothing to listen to. I assure you that in my case, the primary annoyance is having to stop what I'm doing to go answer the phone. Please do not eviscerate this rule. We do not need excuses to allow telemarketers to invade our homes. We need rules to keep them out. If you must allow them access, allow individuals to specify a charge for receiving calls. I might consider allowing telemarketers to call me at $10 a call. At least in that case, they'd be careful to call only those people likely to talk to them.
