Your proposed rule change to allow pre-recorded marketing messages to be telephoned to consumers is a shoddy and underhanded bypass of the Do Not Call Registry which was so enthusiastically endorsed by the public. Whether a marketing call is live or recorded, it is a nuisance. Do not allow this change to proceed.
