I recently received a helpful pre-recorded call from UPS about a computer that was going to be delivered the next day. This allowed me to know to be home and receive the package. I think there are categories of useful pre-recorded messages and hope you will consider making EXPLICIT statements about what is and what isn't a telemarketing calls.
