I am commneting as a small daily newspaper publisher. I strongly urge the FTC to reconsider banning recorded notices per TSR Prerecorded Call Prohibition and Call Abandonment Standard Modification, Project No. R411001. Not only will this action cause small businesses that already have very limited resources more economic pain by eliminating one economical sales tool, it will cause customer service to suffer greatly, as well. Community newspapers contribute greatly to the local economies that they serve, and these calls are not viewed as harrassment by customers, but rather as a service.
