Totally, wholeheartedly agree with the first proposal, and I agree with the second proposal. It is a gross violation of my privacy for a company I do not do business with, and in most cases have never heard of, to solicit my business with prerecorded telephone calls. If I wanted to do business with them, I would have researched the market, selected those I wanted to do business with, and placed the call myself. It is also a violation of my privacy and very annoying to received "abandoned" calls. At my age I do not need to stop what I am doing, go to answer the telephone, and find only a dead line. This should not be allowed, i.e., allowable percentage = 0.00%.
