I think this is a perfect and fair solution . If a business wants to call me or leave messages on my answering maching, they should get my permission in writing. Any errors should be on the side of the consumer. Telemarketers have shown they will ignore Do Not Call requests and the FTC unless they are forced to pay up. I pay for the phone line and the answering machine. It's also my time they are wasting.
