The Unavailability Rule should be changed to accomodate the following:
Include Drugstores/Department Stores, Electronic Retailers or any other type of Retail Outlets. All stores (not just Grocery Stores) should be required to either provide a rain check or a comparable product at the advertised price.
For special sales days (Black Friday, etc) stores should issue and post colored tickets to customers in line for limited quantity items (TV, PC, etc). This would serve two purposes - customers no longer will have the need to stampede for an item (TV) as the ticket reserves you one and customers who got there after the line had already formed would be able to know that they are too late for that item rather than waiting hours only to find out the item sold out in minutes.
