The FTC should expand the Unavailability Rule to include ALL retailers and anyone or any business/company selling a product and/or service who advertises a special or discount rate. If the discounted product and/or service is not available when a consumer requests it, the consumer should receive a 'rain check' with no expiration date. Gas is too expensive to be making several trips based on 'promises' that the discounted item should arrive 'soon.' Those who advertise a special or discount rate also should indicate in that notice how many of the product are available at that time. They also should be required to indicate in notices that rain checks will be issued, as needed, and honored.
