Dealers should be required to notify potential buyers if they have significant information about a vehicle they are selling (for example, if they have serviced a vehicle that has been in an accident or suffered flood damage) and provide that information upon request. There should be a box on the buyer's guide as to whether the dealer has significant information or not. There should also be a box if the dealer has any service records for the vehicle, and the dealer should be required to provide that information to a potential buyer upon request.
Finally, the buyer's guide should notify potential buyers if the title to the vehicle has been rebranded, regardless of how different states choose to characterize the specific branding.
