The proposed rule is terrible. It will provide cover for hiding of known problems by dishonest dealers. There is a thriving market for salvage cars with clean title. Attached is Consumer Reports’ January 2002 article titled “Wrecks in Disguise.” Not much has changed since that time except that wrecked cars are easier to find through internet by dishonest dealers. Dishonest dealers already use broad disclaimers, hidden among approximately 15-20 documents consumers are asked to sign. The new rule appears to provide the Federal Government’s approval of such practice. Please do not adopt the new rule.
