Dear Ms. Weston:

The Division of Enforcement staff has conducted an investigation of Edcor Electronics ("Edcor") to determine whether it has violated the Federal Trade Commission's "all or virtually all" standard for domestic country of origin claims and Section 5 of the Federal Trade Commission Act.

Edcor's website states that "All of Edcor's products are proudly designed and manufactured in the United States." Edcor has informed staff that it manufactures two types of products in the United States, transformers and audio amplifiers/mixers. According to Edcor, all of the parts and labor used in manufacturing the transformers are domestic. Edcor also informed staff that all the labor in manufacturing its audio amplifiers/mixers is performed in the United States and has provided information that shows that the percentage of foreign content in its audio amplifiers/mixers is a de minimis amount of the amplifiers/mixers' total manufacturing cost.

The staff has concluded that no further action is warranted by the Commission at this time. Accordingly, the investigation has been closed. This action is not to be construed as a determination that a violation may not have occurred, just as the pendency of an investigation should not be construed as a determination that a violation has occurred. The Commission reserves the right to take such further action as the public interest may require.
