William J. Baer, Director of the FTC's Bureau of Competition has appointed Veronica Kayne, Deputy Assistant Director of the Bureau's NonMerger II Division. NonMergers II is one of two divisions at the FTC that investigates and litigates anticompetitive conduct unrelated to mergers.
Kayne came to the Commission in June l996 from the Washington, D.C. office of King & Spalding, an Atlanta-based law firm. In the private sector she compiled an impressive record as an antitrust practitioner. Kayne litigated at the trial and appellate level in a number of important antitrust cases, including U.S. v. Western Electric and Brooke Group v. Brown & Williamson Tobacco Corp. She also has made numerous scholarly contributions, primarily through her work with the ABA's Antitrust Section. Kayne is a Vice Chair of the Antitrust Section's Sherman Act Section 2 Committee. She began her public service at the FTC Competition Bureau's Office of Policy and Evaluation where she played a major role on a number of important and challenging matters, including the Toys 'R' Us litigation.
Kayne received her undergraduate degree from the University of Pennsylvania, and has a Masters in ecology and evolutionary biology from UCLA. She received her J.D. with honors from Villanova University in 1981, where she was an editor of the Villanova Law Review.
