Willard Tom Named to New Antitrust Post at Federal Trade Commission

Willard K. Tom has been named deputy director of the Federal Trade Commission's antitrust arm, the Bureau of Competition. Tom has been the assistant director for policy and evaluation in the Bureau since he joined the FTC in 1995. In his new capacity, Tom will oversee nonmerger enforcement, health care policy development, and competition enforcement in the FTC's regional offices. He fills the opening left by Mark D. Whitener.

"Will has done a superb job in our policy and evaluation shop, and we're looking forward to turning his skills and ability to the new position of deputy director," said William J. Baer, Director of the Bureau of Competition.

Prior to joining the FTC in 1995, Tom served as Counselor to the Assistant Attorney General in the Antitrust Division of the Department of Justice. He had been a trial attorney in the Antitrust Division from 1979-1981, and practiced law at the law firm of Sutherland, Asbill & Brennan, in Washington, D.C., becoming a partner in 1993. Tom has written and spoken on various antitrust topics, particularly on intellectual property and vertical restraints. He has published articles in several antitrust journals.

Tom graduated from Harvard College in 1975 cum laude and from Harvard Law School in 1979 cum laude.
