Federal Trade Commission General Counsel William Kovacic will be the keynote speaker at an Antitrust Practice Group Retreat luncheon on Friday, May 2, 2003, hosted by the Washington, D.C. law firm of Howrey, Simon, Arnold & White. At the event, which will be held at the Westfields Marriott in Chantilly, Virginia and is open to the public, Kovacic will present remarks on "The Modern Evolution of U.S. Competition Policy Norms." The keynote speech will examine antitrust enforcement eras from the 1960s through the 1990s, presenting a modern interpretation of this experience and offering an analysis of how federal antitrust policy has changed over time. The speech also will address the models' conclusions regarding the evolution of antitrust "norms" - consensus views of what public competition authorities ought to do and how they should behave.
