William J. Baer, Director of the FTC's Bureau of Competition has appointed David A. Balto as Deputy Assistant Director of the Competition Bureau's Office of Policy & Evaluation. The Office of Policy & Evaluation identifies important enforcement initiatives, advises the Bureau on enforcement actions, and drafts testimony and policy papers.
Balto has been with the Commission since 1992, most recently serving as Attorney Advisor to Chairman Robert Pitofsky. Prior to joining the Commission, Balto was in private practice at Sutherland Asbill & Brennan. He began his legal career as an Honors Law Graduate in the Antitrust Division of the Department of Justice. Prior to becoming an attorney, Balto was a manager and administrator with the Social Security Administration.
Balto received his undergraduate degree from the University of Minnesota and has a J.D. and Masters in Public Administration from Northeastern University. He won the Commission's award for outstanding scholarship in 1995.
