The Commission has approved the filing of amended complaints in two matters currently pending against the Institute for International Licensing (IIL) and PT Resource Center (PTRC). The complaints, filed as part of the FTC's "Operation License for Trouble," alleged that the defendants marketed and sold fraudulent international driving permits over the Internet using unsolicited e-mail, or spam. Both complaints name additional defendants with alleged connections to the original defendants. The new IIL defendants are: 1) Mountain View Systems, Ltd.; 2) Wheelie International Limited; 3) Aladdin Travel, Inc.; 4) S.C. Hyacinth S.R.L.; 5) Jason Abraham; 6) Caroline Shallon; and 7) Charles Fogel. The new PTRC defendants are Donald Lockwood, also known as Don Glessner, and Vivian Lockwood.
